ARTICLE 9.500 DESIGN AND IMPROVEMENT REQUIREMENTS



General requirements pertaining to subdivisions and all roads built or improved by developers or landowners shall be as follows:

(1) Street Arrangement.

(A) Unless otherwise approved by the city council, provisions must be made for the extension of existing dead-end streets within the recorded adjacent subdivision or the adjacent land.

(B) Proposed streets must conform to existing topography as nearly as possible, in order that drainage problems may be reduced. Streets should, wherever possible, follow valleys or depression so as to form a collective system for surface water.

(C) Applicants seeking plat approval, or seeking development permits adjacent to a road, or roads, in the city must dedicate the required right-of-way and they also must build (or rebuild) the adjacent road(s) at the widths and standards specified by the city at the time of acceptance of their plat. (2) Street Design.

(A) The minimum width of a street within the city and in all subdivisions shall be determined by the class of the street; and the minimum gradient shall be four-tenths percent (0.4%) and the maximum gradient shall be ten percent (10%). The property owners on each side of a new or existing road will each be responsible for dedicating 50% of the required street width when platting unless the other side of the road is already platted, at which point the applicant must dedicate 100% of the width.

The minimum right-of-way and surface widths by classification are as follows:

(i) Street Width (Right-of-Way).

(aa) Class A Roads: 120 feet.
(bb) Class B Roads: 100 feet.
(cc) Class C Roads: 70 feet.
(dd) Class D Roads: 70 feet.

(ii) Surface Width (Concrete).

(aa) Class A Roads: 62.5 ft. (Two 12.5 ft. lanes in each direction plus a continuous 12.5 feet center turn lane.

(bb) Class A Optional: 50 ft. (Two 12.5 feet lanes in each direction plus center traffic islands with turn lanes. Note: This option must be submitted as an alternative plan and the submittal must address plans for landscaping, location of turn lanes, irrigation, street lighting, and other issues common to center traffic islands.) The council will consider this option on a case by case basis based on the items submitted, uniformity concerns, maintenance costs and any other related issue.)

(cc) Class B Roads: 37.5 feet. (One 12.5 ft. lane in each direction plus a 12.5 ft. continuous center turn lane.)

(dd) Class C Roads: 33 ft.

(ee) Class D Roads: 27 ft.

(B) Where a public road abuts the subdivision, the owner, (applicant), shall set back the subdivision line to allow the required street width from the center line of the existing road and the owner shall be responsible for improving the existing road to meet the minimum city standards for new road construction based on its class.

Exception for Class A Roads: If the property is running adjacent to only one side of a Class A road, the applicant may submit an alternative plan allowing street width for Class A, but reducing applicants responsibility for construction of the road down to a 37.5 ft. road surface, (12.5 ft. lane in each direction plus a 12.5 ft. continuous turn lane.)

(C) Intersections of two Class A roads, two Class B roads, or an intersection of a Class A and a Class B road must be designed and constructed with
both left and right turn lanes.

(3) Dead-End Streets. Except in very unusual cases, no dead-end streets will be approved unless such dead-end streets are provided to connect with future streets on adjacent land, but cul-de-sacs may be permitted where the form or contour of the land makes it difficult to plat with connecting streets. Such cul-de-sacs shall provide proper access to all lots, and a suitable turnaround shall be provided at the closed end.

(4) Adjoining Streets and Land. The system of streets designated for the subdivision, except in very unusual cases, must connect with streets already dedicated in adjacent subdivisions; and where no adjacent connections are platted, must in general be the reasonable projection of streets in nearest subdivision tracts, and must be continued to the boundaries of the tracts subdivided, so that other subdivisions may connect therewith. Cross streets shall be provided at intervals of nine hundred feet (900′) or less, unless special permission is granted by the council.

(5) Lots. All lots, so far as practicable, shall have the side lines at right angles to the street on which the lot faces, or radial to curved street lines. All lot corners, angle points, points of curves, etc., shall be marked with steel rods or concrete markers securely fastened in the ground. All lots shall have a minimum lot size of one acre (i.e., 43,560 square feet), except those lots in the area identified as Willow Creek Farms shall have a minimum lot size of two acres (i.e., 87,120 square feet). All lots to be used for construction of a residential building shall have minimum width characteristics as specified in the chart below.

(6) Minimum Square Feet for Living Area in Newly Erected Residential Buildings. All new home construction shall have a minimum square footage of two thousand (2,000) square feet of heated and air conditioned living space (exclusive of garage areas), except for the area identified as Willow Creek Farms, which shall have a minimum of two thousand three hundred (2,300) square feet.

(7) Building Lines.

(A) Front dwelling unit building lines shall apply to all lots intended for residential use, and shall provide for a minimum set-back of at least the distance specified in the chart below, as measured from the road right-of-way.

(B) Non-dwelling unit front building lines shall apply to all property and shall provide for a minimum set-back of at least the distance specified in the chart below, as measured from the road right-of-way, but in no case shall be less than 40 feet beyond the existing dwelling unit’s front building line.

(C) Side building lines for dwelling units shall apply to all property and shall provide for a minimum set-back of at least the distance specified in the chart below, and must be a minimum of 30 feet from the side street on all corner lots. Side building lines for non-dwelling units must be at least 10 feet and must equal that of dwelling units on all corner lots.

(8) Utility Easements. Utility easements of not less than ten feet (10′) shall be provided on each side and rear lot lines, unless an alley is provided. Additional utility easements may be required by the city.

(9) Drainage Easements. Provisions shall be made for drainage easement to allow for proper control of drainage and for future maintenance within the β€œPublic Works Construction Standards,” by the North Central Texas Council of Governments, and in compliance with all applicable Federal Emergency Management Agency (FEMA) requirements. All new lots shall be graded to provide drainage which prevents runoff from impacting adjoining properties.

(10) Construction and Street and Driveway Standards.

(A) All new subdivisions must have concrete streets with specifications to the same as specified in the Public Works Construction Standards for the class of road being built. When constructing and, or, improving roads, a developer or landowner must meet all current standards in place at the time of approval of their plat even though less restrictive standards may have been allowed in the past.

(B) All future driveways shall have access to a public road or public alley and shall consist of four inches (4″) of concrete and be reinforced with minimum of three-eights (3/8th) inch rebar or 6×6x6 gauge. Driveways in excess of 100 feet shall have the approach and first 100 feet adjoining the roadway paved in concrete with the remainder in a weather permeable surface consisting of asphalt, chip and seal or 6 inches of gravel with a border. Concrete or corrugated metal pipe, no less than eighteen (18″) in diameter, except as otherwise approved by the building official, is to be used from the street to the lot with a minimum six inch (6″) thick retaining wall on each end of the culvert.
